Not every baby requires their milk to be warmed to body temperature, which is what breast milk is at for a nursing baby. But plenty of babies do like their milk warm.
The American Academy of Pediatrics suggests simply placing a bottle in a bowl of warm water or running it under warm tap water. Some parents find it makes their life simpler to let a bottle warmer do the job. Most bottle warmers work either by heating water to create a hot bath to evenly warm a baby bottle, or by heating water to create steam that quickly warms a bottle.

Note: With any bottle warmer, you will want to thaw frozen breast milk before heating, and then be careful to ensure it doesn't get over a 104 degrees in order to not damage some of its nutrient properties.
